Why do you think 4 isn't going to hatch?
Have you candled it?
Have you put the egg to your ear to see if it is making noise?
You can hear them when they are trying to break out.

I'm pretty sure 4 weeks is too early to sex bobwhites. Not quite sure when you should be able to though..

Unfortunately I don't know a thing about Bobwhite quail.
Are you sure they are this breed?

Yes white shell and nephew said they were bobwhites.
