If Punky is allergic, then I'd get one of those immediately. It works really well, get a bucket to collect them in and you'll pull 15 dandelions in a minute, 20 once you master the technique.

What's that flooring/decking made of (in the picture)?

It's heat treated brown spruce or pine, stained once with a grey oil.

I don't think it goes much deeper than 6-7 inches, but if you keep pulling them as they pop up, even the bigger ones will eventually give up. The biggest issue with dandelions is that they spread so easily. As long as you're pulling them out before they get to the seed phase, you should be able to cut down on them dramatically. The spreading via roots is a lot slower, and if you don't allow them to build flowers or other above ground parts, they will eventually die off.
