I didn't know that chickens can get Valley Fever. I thought that it was a mammal only disease. Off to research yet another disease...It sounds heart related--sometimes they have heart attacks.
Move him to a place that is about 85 degrees and see if he makes it.
Another possibility is Valley Fever which is a fungal infection. The Fungus can grow in the lungs and cause symptoms like you are describing.
