Loonie has been walking on her tip toes for awhile now I noticed the scales on her legs look different. Could it be mites?

Could be early scaly leg mite infestation showing in the scale appearance change, but it's possibly too early to tell. The up on toes walking can be due to lots of things. Bumblefoot, excessive muscle or tendon tension or contracture (which can be due to diet, personality, hormones, etc) or just attitude itself. Some high-strung roosters are very 'up on their toes' most of the time, some hens too. It can have a genetic cause as well.

If thinking it's scaly leg mite, you can just treat immediately, e.g. with olive oil for example, won't hurt but will help.

Best wishes.
