As far as the fatal shot on the dog, my guess would be that the dog was probably not standing still but probably running back and forth chasing the birds and the guy just aimed and shot and scored a lucky hit. I know most of the dogs after my birds are normally in chase mode.
What gets me is the dog owners nerve, passing out flyers and all but saying he will continue to let his other dog run loose in the same area. What an idiot, I say shoot him in the butt with a pellet rifle. Any way it goes the chicken owner is going to be at least paying for a lawyer and court costs over this hard headed idiot. As far as the discharging a firearm part, if I read the law right it is allowable for the protection of property.
