Actually, I was under the impression that chickens decided issues of importance by following the clucking of the dominants in power and/or the cluckers with the loudest or most insistent cluck and/or crow, unless three or more low-ranking individuals gang up on someone and peck them into submission and/or death OR someone decides the sky is falling, in which case mob rule applies...

Oh crap, chickens are suited for American politics...not to mention news media and popular culture...
