Is your heat lamp too low? Low heat lamps can cause this.

That's what I was thinking. I have to find a place where i can get it up higher. I think it was, about a foot or 1 1/2 feet off of the ground.

I can't tell from the lighting, is the skin abnormally dark in color? If so that's a possibility, but I would be surprised.
