There is no accepted standard but there has been a lot of progress toward one and all these people have put in a lot of effort to get that going and it the things you are saying makes it sound like (and I hope this isn't the case) you're trying to trash all that work.

There are also a lot of people that have been breeding with dual-purpose in mind. So the SOP in America should also support their work. You are free to submit your version of the SOP and I will submit mine.

Help me understand why you would want to make a bantam CCL.  My CCL are already tiny compared to other breeds so much that they barely qualify as a dual purpose breed.  I actually would like to see the size increased, maybe to the size of a Bielefelder.

they are a light class egg laying breed. They are not large fowl. with that being said I am also breeding to get them larger because they are under size. But with that also being said it makes perfect sense while they are somewhere in between to go both ways some larger and make some smaller for bantams. Tons of people love bantams and only raise bantams.

This actually makes sense to me as well. I've often thought it would not be too hard to get bantams out of them just by selecting small. Some are so small. Why not get it going at this point? If anything should be auto sexing its bantams IMO.

batams are a huge market and im sure allot of people would like ccl but dont like large chickens. It does make perfect sense to go both ways while there inbetween
