He also needs his nails trimmed. Was he kept in a cage? He may have not been able to dust bathe at his last home. I would look at the skin all over and under his vent for any lice, lice eggs, or mites. How old is he? Here is the ivermectin pour on—there are other brands online and in feed stores to order.

You may want to treat your coop with permethrin. Just check the others for signs of lice, mites, or leg mites. Leg mites do not instantly spread as the other parasites. If he has been with them for awhile you may want to treat them all. Here are some links to read about scaly leg mites:

Can we get a whole body pic? Standing broadside preferably. Those legs put me in mind of a much older bird than 6 months.

I have never seen leg mites in such a young rooster, but I suppose it is possible.
