I completely agree and I love what service dog trainers do! But owner trained service dogs are valid, yes the owner needs to be educated and know what they are doing but it's completely valid for a service dog to be owner trained.
The 2 questions allowed by law are:
Is that a service dog required for a disability?
And
What tasks is it trained to perform?
So who is actually asking the questions to the owner?

According to what you posted it seems like service dogs are required to wear vesting? This is not legally required in America although it's recommended just to make things easier with less questioning
 
You also do not HAVE to have a prescription or doctor's note to get a service dog. Although some organizations may require them to apply for one. It is not a requirement by law, especially if you are owner training. You do though need to have a disability of some sort that the service dog can help with
 
Sorry, no. Actual Service Dogs are professionally trained by authorized, recognized Service Dog organizations and their training runs in the tens of thousands of dollars. They have legal status. Claiming a dog is a "service dog" when it is not may be illegal depending on the state. I found this:

CALIFORNIA. Penal Code 365.7 introduced back in 1995. Those pretending to be an owner of a service dog is a criminal misdemeanor punishable by a fine of up to $1,000 and/or up to six months' imprisonment. COLORADO.Jun 5, 2018.

So check your local laws.
Ok, so what is the actual definition of a service dog as related to the said penal code?
 
No service dogs can assist in a large variety of disabilities. Even psychiatric disabilities
At least in Australia, as far as I can find, there is no legalalities around any dog wearing a service vest.

Why does your service dog need a vest?

American Pit Bull Terriers, German Shepherds, Labrador Retrievers, and Golden Retrievers are popular breeds of dogs used to assist disabled individuals. These dogs are trained to switch on lights, turn on water, and assist their owner in any way.


Therapy dogs are not a typical sort of service dog, because they only go through basic obedience training. These dogs are specifically trained to provide people in nursing homes, disaster areas, hospices, retirement homes, hospitals, and schools with comfort and affection. Therapy dogs come in all different breeds and sizes.


Emotional support dogs differ from other service dogs, because they are not specifically trained to perform tasks that are directly related to an individual's disability. Owners most often keep emotional support dogs to help them in the case that the owner becomes anxious, or overly emotional.


The number one job of a service dog is assisting an individual who has a disability. When their owner is in a public setting, many people are tempted to pet and play with it. However, when a service dog is wearing its support vest, it is necessary for it to remain focused on its job. But when the gear is removed, they are often more relaxed and friendly.
