Egg fertility less in the winter

Hello.
I've been contacting various places in view of getting some quail eggs.
One of the nearest places to where I live has given me a really good deal on 66 eggs but they reacon that the the amount that will hatch will be less than normal as it is getting colder. Is that a true fact or are they just taking advantage of a newbie like me?
 
It likely depends on if the quail are kept outside in a coop or inside in things like rabbit hutches. If the quail lay early, or later in the day than expected, and the collection of the eggs are delayed due to it, it could affect fertility rates or kill what would otherwise be viable embryos.
