What does a person means by "culling" a chicken?
You have to look at the context when you see cull. Here, for example, "breeder culls" would mean those birds the particular breeder didn't feel were worthy to breed. So, some will sell them, or give them away, or eat them.

Hatcheries breed for egg laying capabilities and other characters desirable to chicken keepers, perfect looks are needed for show birds.
Yes. Showbirds are also bred to be long lived and have meat, or broodiness, or personal preferences. There are many ways they could choose their birds. Some even breed for egg laying skill just to polish their vision of a perfect bird. (Good husbandary) However, they do not soley breed for good laying capabilities.
