What percent? I think we have 17%. Could I mix that with the 30% Purina game bird feed?

I feed my adult laying female quail 16% LAYER chicken crumble feed. No grit, no oyster shell and zero treats.

I should mention -- we have been getting a lot of soft-shelled eggs that quickly begin decaying. I was never sure what to attribute that to, but now I know...

What exactly do you feed your birds?

Is that mesentery? I don't believe anything should be yellow like that other than fat and egg yolks, but that's my guess only.
Is there any foul odour?

It smells like bird poop and dead bird, I guess, but nothing strong or extremely unpleasant.

I believe you would smell infection and it did not look runny, FWIW I agree with others that it may be tissue colour change due to nutrition feed type and balance.
