Help! My duck has leg issues!

I think the tendon is slipped too.
Do you mean "slipped tendon"? I ask because it looks like slipped tendon (perosis) to me.

If this is slipped tendon it has nothing to do with being a Pekin duck, it is a condition that ducks, peafowl, turkey, and chickens get from eating diet lacking in certain vitamins, minerals, amino acids, or from injury.

@JustinD88 A lot of people have Pekins for Pets and they can live very good lives. A lot of folks don't know that a duckling and especially Pekins can have niacin deficiencies and need to start their ducklings on some form of Niacin very early to try and keep this from happening . Especially if the only feed they can get is chick starter. All ducks have legs that aren't real strong that is why they should never be chased or picked up by their legs.

This is aimed at the OP. Hopefully there is still something that can be done for your girl. I say don't give up till they do.
 
Agree - my lady Pekin had all kinds of issues when we got her at 4mos old... We weren't able to correct her pigeoned toe issues, but we were able to get her legs strong enough with supplements to compensate most of the time - she stills trips over the smallest of obstacles... She is a loving and entertaining pet. @JustinD88 it was the members here at BYC that helped me to get my Pekin in shape - so you're in good hands here! I"m glad you reached out! Keep us posted on your Pekin's progress please!
