Help...my ducks are frozen in the middle of the pond under the dock!!

I REALLY HOPE AND PRAY THAT SOMEONE THAT READS THIS HELPS YOUR DUCKS!!! My sister lives in Pittsburgh PA and rescues ducks. She has a local pond where ducks hang out and every so often there's one that gets abused by the others and needs to be pulled out!! So, she does that! She has a buddy that is like her "partner" in this endeavor. So, I can understand your angst with this situation!!😳 My sister worries about the same thing!! She cry's about how exhausted they get just trying to keep their little hole from freezing over!! She tells me that it's absolutely heartbreaking to watch!! So, I'm racking my brains out trying to think of something for you and my sister!!🥶🥶🤔🤯
Short of some sort of floating barrel or balls to try to keep a hole or two from forming?? I'm really praying that someone that reads this, comes to your aid!! If I had the means to help, I'd be there in a New York minute!!
My thoughts and prayers are with you!! PLEASE keep us posted on what happens! ESPECIALLY if you come up with a DIY way to keep the water from freezing.

Are they unable to get out because there is a physical barrier? or because they can't get up onto the ice? or some other reason? is there a gap that they could get through if they wanted to?

If there is a gap they could get through to get out then luring with treats or else scaring them out from the opposite side (with brooms, rakes, noise or something) are the only options I can think of. I guess it is getting dark where you are and you are keep to put them in their pen - is that right?
What about a long pole fishing net to scoop them out?
