Hen getting her head pecked

This is Poppy. Poppy is blind in one eye and is a very funny/strange chicken but is also very stupid. Anyways, because of her stupidity, she doesn’t fit in with the flock very well. She gets her head pecked all the time. So much that she’s balding and her head looks red and irritated. I have tried Rooster Booster Peck-no-more lotion, Blue Kote, and Pinless Peepers for the other chickens and nothing has worked. I really don’t know what else to do. I’ve thought about somehow putting something on to cover it up but I don’t know how to keep anything secured to her tiny head. I am at a loss and am needing some suggestions.

A person on here a while back suggested putting a bell on a picked on hen. It scared the other chickens a ay from her and kinda reset the pecking order. You could try that?

I'm surprised the Pinless Peepers didnt work. They've always worked as they should when I've put them on "pickers."
