He looks dry to me....I misted him before I took this picture....am I suppose to cut through the membrane?? Or is he doing just fine??

That's not dry. You said you heard him peeping? Can you see his beak anywhere in the air cell area?

NO....he is completely covered with that membrane....and I sprayed it before I took a pic....

I will try to take another pic because it looks dry to me again!

OK... remember where you saw the others nibbling the membrane. If you are looking down on top (fat end facing you), it was to the right hand side? You need to chip the shell a little to the right to get to that spot. You should find his beak there. Careful to not disturb inner membrane if there are any veins running through it.

and then do what? Snip the membrane?

Okay.....so I chipped away the shell a bit and I can see his bill!!!!!!!!!!!!! And the membrane is broke from around it........now what do I do??
