They need water, fuel, and food. We don't allow foreign flagged vessels to deliver such things without a waiver and one hasn't been granted for Maria. That said, I suspect one of the reasons is that they haven't been able to move things out of the ports due to lack of air support, which is supposed to be on the way. Waivers were issued for all three FL, TX, and PR in the wake of Harvey and Irma--but the difference is that there was aerial support to handle it. So right now it looks like they need more aerial support, which can only get there in a C-5 or C-17 and the airports have limited capacity right now. And once aerial support gets there they need aviation fuel which is not stacked up in the ports. So basically, we have to move both aircraft and fuel to solve the problem. ARGWhat's happening?
