OK, I am not trying to scare you, BUT I just posted a remark on here in another forum about dog bites. A neighbor of mine was messing with his buddies dog before Memorial Week-end, and the dog bit the end of his finger. He went home, cleaned it all up put triple-antibiotic ointment on it, and thought it was fine. It was on the outside, but inside he had a massive infection going on and it almost cost him his arm. He has to go to the doctor every day for several week for IV antibiotic treatments, because anytime a dog bites you, he has massive amount of bacteria in his mouth and can cause an infection. I heard a nurse at my 8 year old ball game talking about dog bites and she said anytime it breaks the skin you need to get antibiotics just as a precaution. So, keep an eye on both your little brother and your mom and call someone about that dog. . .the Sheriff needs to be notified for sure.
