Why cover the fans? That is your only ventilation. Just power them up and turn them on.

If it is too muddy/snowy for the chickens to go outside, get a bale or two of straw and spread it around the building to give them something dry to walk on.

Cover with hardware cloth to keep out rodents. I don’t think they are running.
 
They can't be outside. There aren't runs and the place is predator ridden. You should see how many raccoons, opossums, and coyotes this guy gets per week on his farmplace alone.

I can't turn the fans on without his permission, it's his power I'm using for the water heaters and lights. Plus there's no on/off button, I'd have to get into his electrical box to flip a switch. I have to wait until he gets off work. I feel like I've been nothing but a burden to him. I'm so stressed and upset, I'm on the verge of just giving up. Thanks anyway for the help, you guys. I'll update if anything changes. Again, thank you all. I wish I had an actual coop on my own place. I'm saving my change to make a new coop next year, or possibly renovating one of the messed up sheds. May God's blessings fill your year with kindness and joy.
 
There was a huge coyote here trying to catch my chickens at 2 PM two days ago. They all escaped long enough for me to run him off.
Raccoons, mink, opossums and dogs are a big problem here too.

I understand your predicament. Perhaps if you offered to pay the cost of electric to turn the fans on and put the lights on a timer. Otherwise I just don't think the housing will work for your birds.
