Citrus seeds do not need any pretreatment. I have germinated many of them over the years without any problems. I put them in potting soil and kept it moist.Each type of seeds need pretreatment before planting mainly stone fruits.
As for citrus I soak them in a cup of water for a couple of days then plant it.
