They could start by refunding everything that people invested in SS and Medicare. Refund on paper only. Then they could have private plans that were highly regulated for investing those funds in. The funds would be transferred straight over and could be withdrawn at a set rate over a period of years for expected lifetime. Employers would be required to automatically withdraw the funds from your pay for distribution. Employers would pay nothing into the plan. For tax purposes it would be treated the same as a 401k plan. The minimum contribution would be the same as the current SS rate.
If a person did not make enough money over the course of their life or is disabled before retirement then the fed would kick in the additional needed to allow the person to live a humanitarian existence. It would also allow for payments to surviving spouses and children till age 18, much like the current system.
They still need to get some form of Socialized medicine going. Our current medical system isn't going to last much longer. Nobody has mentioned that kind of inflation. Medical plans have gone up a ridiculous amount in the past 10 years. Much more than food, gas and anything else. Don't have time for exact figures, but I think it's in the low 20's.
There is still the usual problems though. They can't seem to pass a bill without putting a bunch of extra crap in it. They ruin a perfectly good bill because of add ons. I wish there was a way to eliminate that practice and clean up campaign financing.
