Can you film him inside the pet carrier so he doesn't try to fly? I don't think you need to moisten the pigeon mix... is it seeds?I'm just softening some pigeon mix in warm water, so when I go in to coax him with food I'll try and get a video of him falling over. It's difficult because I need one hand on the pigeon and one hand to film, but if I set him down he might try and flap away and land on his face again. I'll do my best though!
A nice warm epsom salt soak is a great idea as long as he stays inside to dry off. I will clean the poop off the OP was concerned about.Is this just stuck poop? Or possibly a splinter or cut area?

I also wonder if a shallow (maybe an inch deep) pan of water might be helpful to soak the feet? I’m fairly new to pigeons so someone else should comment if that’s a good or bad idea. I just think there must be a hidden foot issue.
I must say you are doing an amazing thing here! Have you considered keeping him or adding any more? Or will you release him if he heals?

If he will eat then he may drink on his own right after. Those rock hard peas are part of his normal diet.It had some rather rock hard peas and such in it, as well as seeds. It was more in an effort to sneak some fluids in him though.
