Is this a hen that can crow?

My boy/girl is a mystery named Picasso. I have posted him a few times, but not on this topic. Do you think he’s a hen that can crow? He is so mean he is ripping my Ayam cemani feathers out. I have to get rid of him, but don’t have the heart to cull? He is 4 months in first pic, and maybe four a half months in second pic. What is he?!?

His tail is a little oddly shaped for boy or girl, almost like he’s rumpless.

He is a golden comet, so he is a mix. I got him at tractor supply.
