Offer it in the water, of course, but try to get more of it in her. If she were mine I would give her .5ml of the liquid, and I'd make a batch at the .24% level, mix that with baby bird food and tube. Treating the rest of the flock is fine, it won't hurt them and there is no withdrawal on eggs. You can get Baytril for *much* cheaper than $100, try doing a search for enfloxil, it's the generic that's made in Mexico, should be about $20 for 25ml.
