Lice

Need to get it down under the feathers and onto the skin,
around vent and neck, under wings and on belly and back.
Some folks wear gloves and pinch a bit up and shove it under feathers,
some use powder applicators(pest pistol is one kind).

I was thinking of a shaker maybe for it, does the dust work just as effective as the liquid though?

Yep, that can work.
It's a messy job, you should probably wear a dust mask.

It's best to wear a N95 dust mask, or a respirator, when either cleaning the coop, or treating the birds with anything. I know, hard to come by now, but safest by far. I think Amazon has them, if nothing local.
I use the spray in the coop and on the birds, except that here in cold weather we use the permethrin dust on the birds. Also dust the nest boxes under the bedding.
Protect your lungs out there! Coops are dusty places, not good to inhale that stuff, especially when stirred up while cleaning, and applying products to the birds.

Yknow I got thinking today and now I have another question on application, since I noticed most of the lice were crawling around the infected birds face how do I apply the permethrin spray/powder around the face? Or should I definitely not consider doing that?

Around the neck, you don't want to get it in their eyes, nostrils.
It will still get the bugs.

Ok so my local tsc didn’t have the powder so I got Gordon’s 10, I just need conversions since I think the only instructions it gives are for gallons, I have a 1000 ml spray bottle so, how much would I need to put in 1000ml?

I asked my brother to help with the conversion knowing he’d likely not mess it up being a math genius he is, we got 1 tablespoon for the conversion on the bottle there’s ml and some other measurement so we used that and not the ml, although if I don’t get the wanted results I’ll be sure to use that much though so thank you.

Yes, one tablespoon is about 15 mls.
