Male duck?

I have 2 Pekin ducks. One has a very orange beak and makes very loud quacking noises and the other has a very light colored beak (always has. We got them when they were slightly older ) this duck makes hoarse peeping noises but doesn’t quack. The lighter one is daphy and the darker one is scoots. Scoots the female lays eggs as far as we know. Daphy does not. Daphy mounts scoots . They are 28 weeks but Daphy doesn’t have a drake feather. I’m wondering if Daphy is a boy or a girl who took the role of a boy. I’m not quite sure

Most likely a male. Males make raspy sound quack while females are loud. Sometimes It can take a little longer for a drake feather to grow. If your unsure you can post a video clip of its quack!
