Mom decided to hatch quail. How to care for them???

The care varies widely on what species you have and what state are you in. You're going to want to figure this out first. We really can't help unless we know what you're dealing with. That's kinda like trying to give advice on how to take care of a dog but we don't know what kind of dog it is. Yes we can tell you to feed and water them but really getting into the nitty gritty is hard without knowing what you have.

Long term care is also going to vary based on your goals. Are you raising them for meat, breeding, pets, eggs? Coturnix quail for example you can easily grow out together but as they mature you can only have one male per group. But then like button quails you need them separated even more.
 
Than you. Can I ask, what you find is the best way to house them? And how do you get them to lay in one area? How do you tell male from female? Do they pair up for life or only for one season? How prolific are they at egg laying?
they are great egg layers, horrid mothers though. I think they aren't worth it tho, 1 chicken egg= 4-5 quail eggs. I would suggest keeping them in something like this:

If that's the case then I hope they aren't that. If they are that we'd either have to likely get a license or give them up.
Do you even know how to hatch them? Kinda different from bantam chickens. And as @JacinLarkwell said, even this differs from Quail species.

Which quail you got, do you know? (Coturnix, Bobwhites, Buttons, ... etc.?)

I have an incubator that supposedly can handle them but do they need the same humidity and heat as chickens??

Interesting. That I'll have to keep in mind. I'll let you guys know the breed once I can figure that out myself. Is it possible to tell from the egg what breed it is?

That is answered in the first article I gave you a link to, at least for Coturnix quail.

Seriously, though, find out what kind of quail you're getting before you ask too many questions. We will be able to help you far better if we know what we're working with.

My assumption is if its buttons you'd know, I haven't actually seen button quail eggs but my understanding is they're really small compared to other quail. Most likely they're Coturnix quail, I'm not sure there is big differences in the chicks until they get older. Anyway your mom can ask the source she's getting them from what they actually are?

She got them from her friend. Her friend doesn't know either.
