More ducks dead and paralyzed. Botulism?

I had two ducks die from botulism from either duckweed in the pool or tomatoe plants

It does sound like botulism. However I'm not sure how they'd have gotten it.

I would not ever have a companion animal vet do a necropsy. If you lose another, send it (or take it) straight to your closest state Agriculture lab.

Update. It was E coli probably from the feed
