I am of a new owner at raising ducks, and I got two Pekin ducks, one female, and one male. Currently, it is fall where I am living. In the last three days I went to check on the ducks I found eggs along the side of their bath water tube and was wondering if this was normal? I would think she doesn't know how to mother yet because I haven't seen them make a nest at all.
 
Perkins are meat birds , big, goofy, and lovable. Try letting them out a little later in the morning if you can. It is not that unusual, especially with a young hen to lay eggs anywhere.
 
You could try making a nesting box for her, and put a fake egg inside. They sell them at feed stores, on Amazon, or even a ping pong ball works for my ducks.

My ducks are still pretty hopeless at putting their eggs in the right spot after several years of laying, so I still have to use a dummy egg. It does the trick. If I take it away they'll probably stick their eggs in the mud or a pile of poop where the spent all night sleeping.
