The "touching, carrying, killing", etc. was perpetrated by a DOG, not a person! I think the Law understands that nature will undoubtedly take its course, in some instances... and that PETS will act according to their own natural instincts, as opposed to the morals of their owners.

In short, the "law of the wild" must override the "laws of people". There's no need to fear punishment for an act which by all accounts falls under Darwinian "survival of the fittest". The bird simply flew too slowly to escape the dog... end of story.

There are always a few authorities out there who try as hard as they can to be unreasonable. But in general, I can imagine there would be any trouble. It's not like the dog is trained to go out, hunt down, and bring back raptors. The bird got too close, the dog killed it, the dog ate it, the end.
