No. As an example, if someone walks down the road and sees a raptor feather and they pick it up. They can now be' federally punished. It doesnt matter how anything was killed.

It is an interesting law about raptors.

Our family once found an owl caught in a fence. Called the Dept of Natural Resources. They came out and decided it could not be saved. Killed the bird and delivered the body to the local Native American tribe head-quarters as their operating procedures say to do. Apparently Native Americans are exempt from this particular regulation because of the use of raptor parts in their ceremonies and traditional dress.

Which is fine, I have no problem with them being exempt, seems reasonable to me.

I don't know if it extends to being on your own property or not, but you can get in trouble if your dog harrasses wildlife of any kind on public land. I.E., you are walking on a hiking trail with your dog and it chases a deer. Of course, you can also get in trouble for picking a wildflower, taking home a pine cone, or even if your neighbor's unsupervised toddler decides to crawl through your fence and climb up your horse's leg while it is standing safely contained in your corral, and the kid gets hurt by doing so.

An interesting question that stems from this...if it is illegal to kill the hawk, what if the hawk is attacking you and you reasonably believe your safety is at stake? They can do some serious damage, maybe even kill a very small child. We have an overly aggressive young Red Tailed hawk hanging around our property that has repeatedly dived at people's heads in an attempt to attack them, and having seen his claws that close to my face...I was really scared! It's weird that he goes after people like that, but does not bother my chickens.
 
Birds usually only attack people if they are protecting a nest in the area. I bet that hawk has a nest with eggs or a clutch nearby, and is trying to prevent you from getting too close to it.

I dont aggree with this, but based on the feds, if the bird is attacking you, you Are either harrassing it or intruding on it (both illegal). If you did neither, contact your local raptor rehab first, second animal control.
 
Ahhh hopefully its been taken care of and you have moved on. Dog just did his job and protected his flock, juvenile hawks sometimes have problems reasoning and arent as cautious as adults. He more than likely was in the act of attacking your chickens and the dog came up behind and killed him. I saw a juvenile and my cat having a stare down for a minute I thought he was going to take on my cat but it had second thoughts and flew off.
