I don't know what more can be done because there are no good alternatives to USPS Priority Mail.
If I were you, I'd contact the USPS regional site and have them call your local PO and tell them that they need to scan the packages. That just sounds incredibly shady. I've never heard of such a thing, and I've used a lot of different post offices to deliver eggs, all with DC tags on them, and they were ALWAYS scanned in immediately, as they were processing that package.
