Peppers struggling?

Peppers (and eggplant) don't do well in my climate, I don't know why I bother trying. I always struggle to get plants going (I seed indoors in February, but we just don't get enough hotter days for optimal growth once the plants go out) but now that summer is in full swing the plants are finally starting to grow. And by grow I mean they're like 8" tall. :lol:
Last time I grew peppers they did amazing so our climate is actually a good place for it as long as we have a normal year in thinking because this year for us has been crazy...but my potatoes are 🔥. 😂

Are they turning a certain color before hand? Red indicated nitrogen deficiency. You can add so many drops of pigs blood per gallon to help reverse that. However it's only a temporary fix. You need to add nitrogen rich compost to the garden. Even if its a top layer the nutrients will leech down into the rest. It just won't be as effective about tilling compost in.
 
Anyone else seeing a seemingly off year for peppers? I tried growing from seed and they all died or struggled to get past the seedling stage let alone look healthy. I bought a 6 pack of both jalapeño and green bell peppers from a couple local nurseries and they too were on the small side. They're still only a foot tall(maybe) and they've been in well fertilized ground for a month and a half now. My Roma tomato plants are huge and fruiting. But my jalapeño are JUST starting to flower. In my past experience, they generally follow the same pace as each other but there's a huge difference this year. My neighbor said the same her tomatoes are doing well but her peppers have struggled thus far. Many local greenhouses are hearing the same thing as well.

Anyone having troubles with pepper plants this year? Or is it just my region? Other than. A slightly lower precipitation than normal, everything has been par for the course and I've done everything as I should.
I plant from seed every year and all my pepper plants died this year. I think it's all the rain(that is not normal for this time of year) and how unseasonably cool it's been.
