Probably the same reason you may need a license to ship eggs out of state. Pigeons are also considered pest because they roost on building's. Although they are everywhere, so if one escapes while selling them, it won't affect anything. But I don't think a license is needed,unless selling for consumption.

I let the pidgies out for the first time today since there jabs. They all seemed very happy to be back out! They do go down for a couple of days. Even lucky didn't seemed bothered that someone else was on his perch! But he's back to his usual self now! All back to normal and prince and beauty are out and about now. Only #42 can trap, #41 is still a little hesitant because of lucky guarding the inside.
