Yup - I said the same on her thread on the subject. Alternatively, I believe they can be gifted as a result of winning competitions.

You can purchase an upgrade for yourself or someone else as a gift or you can win one in the various contests @sumi has going on.
To upgrade yourself, you can go to your account or the BYC Store. To gift another member, you will need to go to the BYC Store, make the upgrade purchase and let me know in the comments of the order who you want to gift. I never disclose the gift, so if you want the person to know, you will need to tell them.
