pullet or roo? another one! !!!

This is now the said chicken. 12 weeks old it looked like a pullet. it is 30 weeks old now and looks like a roo to me. It doesn't crow and I found a white egg once but nothing after that. Couldn't guarantee it wasn't anther hens but this was different colour (white) to any I've had of other hens so confused. please help

That's a cockerel. Only males get those saddle and hackle feathers. He may be delayed/stunted/tarded somehow, to be so slow developing, and I'd not use him for breeding in that case.
 
That's what I thought when I see them growing. Thanks for confirming. I now have to rehome him. Hee won't stay quite forever
