I would also point out that in this country, poor areas are the least served by real grocery stores. If you don't have a car or bus service, the only place you might have to shop is the local gas station/convenience store. Poor areas are also more likely to have bad schools, few doctors and other amenities. Living in a "food desert" is actually a predictor for obesity. This is because the only foods readily available are high fat, high carb, highly processed foods. Imagine not having a car, or bus service and the nearest grocery store is 5 miles away...what do you eat, and what do you buy when you get there?
