Rooster's neck

We have a beautiful RIR cock, going on 2 years old now. We are new to birds and trying to find out what happened to his neck. All my flock appears to be moulting, however, his neck is strange. It looks like just the shaft of the feather in a large spot of his neck. Is there a reason the feathers would be stripped? Is there something I should look for. We don't appear to have mites, though we dust with poultry dust regularly, however, he is overdue. Also, this guy use to be a show bird, how can I get him back to show status?

His pin feathers look to be growing back in, so just give it time.
