serama

Hope this is in the right section to ask this--I want to raise Bob white quail by brooding hens and I'm wondering if the serama would be a good candidate for this? A couple of requirements I would like -Very broody, very gentle to touching and handling eggs under her and also can stand Virginia winter temps. Does anyone see any problems with is idea? Also is there any serama raisers in Shenandoah Valley area of Va.? Thanks.
