I think he does want them on the ground. That is my usual preference as well so will place some soil into barrels. My intent will be to have hens make nest in barrels chicks can not get out of for a few days once hatched. Hens will be able to come an goes as they please. Once chicks 10 to 14 days old they will be released with their momma placed under a pen with a bucket on its side to serve as a night time nest. At that time chicks can run about where ever they like although they will usually not go more than 50 feet or so from their momma. It is very much a compromise relative to the ideal where the hens take chicks every where so chicks get almost all their eats by eating bugs and plants they find.
yeah thats what I assumed He meant..

The ground is better, for dust bathing and dispersing poo. Seems so much cleaner.

I used similar methods for my single mating pens.. Mamas stay in pen and chicks run around looking for treats (not too far of course like you said). The chicks, in my situation, are able to leave pen immediately but they usually dont start leaving until about week old... Ideally I wish the mamas could be out with them scratching deep in the mud for worms, but with the fighting I cant... I think they do a good job teaching their chicks even tho they are stuck inside a pen.

Here's a pic I took 2 days ago. Day old chick already out of the pen and was wandering off. I watched the hen for a bit. She was losing her mind since I have so many pullets and stags running loose. I couldn't leave her like that and she's too aggressive to let her run with the chicks. I put her in a bigger pen with hardware cloth with her chicks. I have let a few go like that but I don't think it's fair.
