You’re worrying about the weather for nothing. I have never had a bird with frostbite except the tips of a big straight comb. It don’t get real cold here but occasionally it’ll drop to -10 with -20 wind chills. I’m the only idiot out of the whole yard that got frostbite.
I don't worrie just like to give my birds what they need. In my opinion the rotation, feed, water, and pen are all of equal importance because your only as strong as your weakest link

I think the most important thing aside from feed and water is keeping them dry. In winter it’s keeping the wind off them.

Sometimes I’ll shrink wrap them when the wind chills get real bad.

-15 wind chills here. It’s not North Pole cold but it’s pretty damn cold. I still leave a big gap for ventilation
