Havoc is in this for the pet shop side of things so forgive him. He likes color but does not understand its relevance. I am being mean.

I would isolate based on source alone. Typically, the hackles thin considerably prior to loss of tail feathers. Real assessment better based on bird in hand, but coloration of exposed fleshed I like better to be closer to red. Take time to monitor his feces, feed intake and drinking.
What do you mean by color? I have plenty of red birds if that’s what your getting at. Monitor this and monitor that. Big deal it’s simple to see if a bird isn’t acting right. It’s a prey species by the time they show it it’s undeniable. Genius

He should at least stand proud and show his size and vigor at that age... Dont put them together so they can fight eachother... just close in separate pens maybe...

To me its a good indicator if he is healthy and territorial. If he is true game he will pace back and forth trying to get at the other rooster. but that comes with age and confidence, and he may not be ready for that yet.
 
Just figure I'd add if he's in molt fooling with one to much during it young or old isn't the best of idea's. I love to handle my birds and watch them work and get worked but once molt starts unless theirs something seriously wrong I try not to handle them.
 
I try not to handle any or most of my birds while molt is going on.Im aware not to put them together.He may not size up yet to my other rooster as he is three years and very large.

Get possession of him to make better assessment. You do not need to handle him much during molt but do invest a little time in taming him. A flock raiser is a good basic diet. I would feed him a ration that is a little less than what takes to fill him up. It should be good to get him to approach you. I bet a previous owner invested in taming him before so likely he will calm quickly.
