Splayed Leg?

This was our only egg to hatch out of 20. He seemed fine. After 3 weeks we noticed he may have a splayed leg. We tried rubber banding his legs, but it didn’t seem to help anything. Is this something we can correct without surgery or is it too late? He’s 8 weeks old now.
