Why not go see the Sheriff, update him on the situation, and
ask what he'd do if you just called him up one day and said "I'm heading out. Better send somebody." Explain to him that you're at the point where it's about all you can do to get your animal back since nobody will help you. Make him see that you've fallen through the cracks and that you're about to do something really drastic. He may very well realize he's about to have a really bad, but very preventable situation on his hands and decide he can't just sit on his hands any longer.
If the sheriff knows you, and he knows the guy who has the horse, maybe he'll mediate a solution. I mean, if he says to the guy "Look.. I believe your nephew owes her the horse, and I think you know that, so I can either arrest you for recieving stolen property and we can return the horse to her while you're in jail...OR...you can give her back the horse and we can all go home." What's the guy gonna do?
My thinking, based on what you've said, is that the uncle doesn't have any particular need or desire for this horse, and that he's mostly doing this because he's an evil SOB who likes to screw with people.. Is that worth going to jail over?
Maybe.
Or, hey, it could be that the Sheriff says "If you wanna go, go, but you'll go alone." In that case...well, at least you'll know. I kinda doubt that, though...especially if you cry a lil bit in his office, which I'm sure wouldn't be difficult to summon up on cue at this point.
Lemme also just say...this sucks, and I hate it for ya. When I said "Why not just go get the horse?" that's what I meant...literally..why not? I really wanted to know. Just thought I'd clarify that.
