He's a beautiful cockerel. He looks black-based to me. Hard to see, but are his tail feathers black or blue?

Here's a pic of a sprig. They are off-shoots from the comb. They seem to be more prevalent in the crested SFH.

Yep, found sprigs on my crested girl this week.

The dark feathers coming in on his body and in the tail are a beautiful iridescent green, is this abnormal? Thanks for the pic of the sprig, I've been monitoring him for them, the comb on the pullet is really small.

Here's a close up, he's getting more color everyday! Very pretty and very nice to the hens(he beat up one of the cream legbars who were fighting with my cuckoo maran hen

Yep, she's blue based. And in answer to your other question about that "beetle" green look to your roo's tail, that is totally normal and is also quite beautiful, IMO.
