If it were me-

I would go ahead and start making that hole bigger, exposing the beak so they can breathe. You are probably going to be committed to a fully assisted hatch.

We the outer membrane down as you go keeping everything very moist. Just do enough to expose the beak so they can breathe. And then put them back for a couple hours.

If at any time you see blood, stop and put them back.
