If she is too lazy to tie her dog up do you think she would go to the pound to look for it? I dont know your area at all, but there is animal controls every 30 or so miles here.
 
Even if you trap the dog on your property or get a photo of it, te neighbor will still not believe that her dog killed. People can can stay in denial when it comes to their dogs and their responsibilities. Unfortunately, you will probably have to have a picture of it killing for her to believe it. Catch it and quietly dispose of it. Shoot it or take it to a far away pound.

I like that plan! Keeps the suspicion off you and will hopefully keep peace in the neighborhood that way. Just makes it unpleasant for the owner when Rover comes home all stinky. That could be the best motivation to keep it tied up.

Don't think a skunk smell will work, may make it worst, as she will not want the dog in the house smelling like a skunk.........

I'd almost bet that she'd just leave it outside permanently instead of trying to clean it and bring it in the house. If she can't be bothered to stand out there and watch it do it's business for 10 minutes, put it on a leash or run to do it's business or do anything else to keep it contained and off your land, I don't see her putting any effort into cleaning skunk smell off, either.
 
I would just trap it and take it to the shelter. EVERY TIME YOU CAN. She will have to pay a hefty fine to get it out AND an additional fine if it's not licensed (at least here). If she has to pay 200 bucks to get it out, just a few times of doing this will convince her to keep it under control. And that's if she even goes and gets it back from the shelter...

And I agree, get as many pics as you can, take your camera and go get pics of all the footprints/ digging marks/ fur stuck to coop walls etc... JUST IN CASE.
 
darn, that seemed like the perfect plan but I guess you're right. And horsejody, you are 100% correct, she was in total denial that her dog would even cross the road, go under the fence, etc. (which were just a few of the reasons she gave that it couldn't possibly have been her dog) not to mention kill the chickens. When I went over there last week to tell her I saw tracks again from the direction of her house, she immediately cut me off and said "I TOLD you, she's not going over there! And I've been tying her up every time I let her out!" That's when I handed her the photos of her dog, inside my fence, taken on my trailcam the morning the tracks appeared and I said, well, she's not tied up in these. There was a minute of total silence while she looked at them and then she handed them back and all she said was "These were taken AFTER your chickens were killed." I even showed her the photos of the white fur inside the coop!
 
Additional thought: Since it's obviously not a feral dog, can you just walk outside and "get it" instead of trapping it? That might be easier for you.... THEN take it to the pound time after time...
