No that line was day 18, she didn’t miss it, she was right beside it...The picture you posted looks like she missed the air cell entirely. The picture you posted of her pip shows lines drawn where the air cell is; are those accurate? Because if so she did miss the air cell and her external pip happened when normally she would have internally pipped meaning, like I had said earlier, she might take up to 48 hours from the time the pip was made to actually be able to hatch.
Have you moistened the membrane yet? In the picture you posted just now I can see at least one big vein, but the internal membrane still looks a bit whitish. Once you put coconut oil or neosporin on it, it will turn clear and you will be able to clearly see the veining.
