I was putting water on the membrane earlier and she was opening her beak when I was doing it around that area... maybe she wants it...you can give the chick a drop or two of water too. Use a dropper and be careful that the chick does not aspirate the water

She'll be okay without water. They don't 'need' water for up to three days after they hatch. That's how hatcheries are able to ship chicks when they are day olds, the nutrients in the yolk sustain them and they don't need to eat or drink. I would be cautious about giving her water because she doesn't need it and it would be very easy to accidentally cause her to aspirate.
